The IITs produced world-class engineers, but they could only admit a few thousand each year out of millions of aspirants. The system was not underperforming. It was structurally exclusionary — designed to select the best, not to reach the most.
Then COVID-19 struck, disrupting conventional classroom education for nearly 25 crore school children. The pandemic exposed the fragility of the old model — but it also created the political and institutional conditions to build something new. Instead of rebuilding the old system, India chose to build a digital one alongside it.
What Digital Education Democratization Actually Is
India's approach to democratizing education is not a single platform or policy. It is a comprehensive digital public infrastructure — built on the principle of "One Nation, One Digital Education Infrastructure." The PM e-VIDYA initiative integrates multiple platforms to deliver inclusive, accessible, and technology-enabled education to learners across the country. The design pattern is familiar by now: the government builds the infrastructure, defines the standards, and ensures access. Institutions create the content. Learners consume it, anywhere, on any device.
The core pillars form a stack — each layer serving a different segment of learners, each interoperable with the others:
SWAYAM (Study Webs of Active-Learning for Young Aspiring Minds) is India's homegrown Massive Open Online Courses platform — 5.80 crore enrolments, 4,400+ courses, 52.88 lakh certifications awarded. It covers school to postgraduate level, curated by ten National Coordinators including NPTEL, UGC, AICTE, NCERT, IGNOU, and IIM Bangalore.
NPTEL (National Programme on Technology Enhanced Learning) is the engine behind SWAYAM's engineering content — 54,000+ hours of video, 47.1 crore web views, 82 crore YouTube views, making it the most subscribed educational YouTube channel globally with 1.5 million+ subscribers. Initiated by seven IITs and IISc Bangalore in 2003, its goal was audacious: make IIT-quality engineering education available to anyone with an internet connection.
DIKSHA is the school education content platform — 2 crore+ registered users, providing interactive e-content mapped to the national curriculum. It serves teachers as much as students, providing lesson plans, assessments, and professional development resources.
SWAYAM Prabha operates 48 DTH educational channels broadcasting 24/7, free via DD Free Dish — reaching students who have a television but not a smartphone or internet connection. This is the inclusion layer: the recognition that digital infrastructure must meet learners where they are, not where the technology assumes they should be.
IIT Madras BS Programs represent the most radical experiment: fully online degree programs from India's top-ranked institute, with multiple exit options — Foundation Certificate, Diploma, or full BS Degree — accessible to anyone regardless of age, educational background, or location.
Bodhan AI, launched in February 2026 at IIT Madras with ₹500 crore from the Union Budget, is the newest layer — an interoperable AI backbone for education, designed to be the "UPI for education": a shared technology layer on which AI tools can be built once and deployed nationwide, rather than every state or startup building its own siloed stack.
How Democratized Education Works in Practice
SWAYAM: The MOOC Revolution
SWAYAM was launched in July 2017 on three cardinal principles: access, equity, and quality. It offers courses from school (Class 9-12) to postgraduate level, structured into four quadrants: video lectures by top educators, downloadable reading material, self-assessment tests and quizzes, and online discussion forums for direct interaction with mentors.
Courses are free for all learners. Those seeking certification pay a nominal fee for the in-person, proctored final exam — ₹1,000 per course. As of January 2026, SWAYAM has recorded over 5.80 crore enrolments with 52.88 lakh certifications awarded across 4,400+ unique courses. This is not a niche platform. It is the world's largest indigenous MOOC ecosystem — larger than edX, comparable to Coursera in scale, but government-built and free at the point of use.
NPTEL: The IIT Classroom for Everyone
NPTEL is the quiet giant of India's education infrastructure. Initiated by seven IITs and IISc Bangalore, its goal was simple: create web and video courses in all major branches of engineering and physical sciences, making IIT-quality education accessible to anyone interested in learning — not just the few thousand who crack the entrance exam.
The scale is staggering: over 54,000 hours of video content, more than 47.1 crore views on the web portal, over 82 crore views on YouTube, and 1.5 million+ YouTube subscribers — making it the most subscribed educational channel globally. Over 1,054 courses are offered per semester, with 16.4 lakh+ student enrolments. Since 2013, NPTEL has offered 4-, 8-, or 12-week online certification courses. Enrolment and learning are free. The optional certification exam carries a fee. This is not just a video library — it is a living, breathing educational ecosystem with assessment, certification, and credit transfer.
IIT Madras Online Degrees: The Elite Campus Goes Digital
The most radical experiment is happening at IIT Madras. Ranked No.1 in India by NIRF for three consecutive years, it now offers online degree programs that anyone can access — regardless of age, educational background, or location.
The BS in Data Science and Applications was the pioneer. Open to candidates from any stream, the programme offers multiple exit options: a Foundation Certificate, a Diploma, or a full BS Degree from IIT Madras. Content is delivered online; quizzes and exams are conducted in-person at centres across India and abroad, ensuring academic rigour. The success has led to expansion — IIT Madras now offers four BS programmes (Data Science, Electronic Systems, Aeronautics and Space Technology, and Management and Data Science), plus Web-Enabled M.Tech programmes and Postgraduate Diplomas for working professionals. Around 1,200 learners are enrolled in the M.Tech track, with more than 500 already graduating while continuing their careers.
The structural significance is hard to overstate. A student who could not crack the IIT-JEE — or who never even attempted it because they were in a different stream — can now earn an IIT Madras diploma or degree. The brand premium of an IIT, once reserved for the 0.1%, is being unbundled from the campus and delivered online. That is not incremental reform. It is a structural challenge to how elite education has worked for decades.
Bodhan AI: Building Education's UPI
Bodhan AI, launched in February 2026 as a Centre of Excellence for AI in education at IIT Madras, is the newest and most ambitious layer. The pitch is simple: build education's version of UPI — an interoperable backbone, a shared technology layer on which AI tools can be built once and deployed nationwide. Instead of every state, board, or startup building its own siloed AI stack, the idea is to plug into one common infrastructure.
The stack is aligned with NEP 2020 and will integrate with existing systems such as DIKSHA, APAAR, Vidya Samiksha Kendras, and state MIS platforms. The objectives: democratise high-quality education using multilingual AI tools, ensure equitable access across states, and keep data within a public-good governance framework. Edtech startups and institutions can build solutions for personalised tutoring, AI-assisted assessments, teacher insights, mentoring, career guidance, and lifelong skilling — all on the same infrastructure. Funded with ₹500 crore from the Union Budget 2025-26, Bodhan AI will be piloted in two to three states over the next six to twelve months, initially covering 10-25% of schools in selected regions.
What Democratized Education Gets Right
1. Breaking the Elite Campus Monopoly
Before these initiatives, IIT-quality education was reserved for the fraction of a percent who could crack the entrance exams and afford to attend. Now, anyone with an internet connection can access NPTEL courses. Anyone with two years of college can earn an IIT Madras diploma. The monopoly of elite campuses on elite knowledge has been broken — not by regulation, but by architecture. The content that was once accessible to a few thousand students per year is now accessible to millions.
2. Multi-Mode Accessibility
The PM e-VIDYA framework operates on the principle that different learners need different modes — and that infrastructure must meet learners where they are. SWAYAM Prabha's 48 DTH channels reach students without internet. DIKSHA provides interactive e-content for school education. Radio broadcasts lessons through All India Radio. PM-WANI public Wi-Fi hotspots — over 2 lakh registered — extend internet access to public spaces. A student with a smartphone, a television, or just a radio can access structured educational content. This is not a single-channel solution. It is a deliberately redundant, multi-channel system.
3. Multilingual Ambition
NPTEL content is being transcribed with subtitles. SWAYAM Prabha has 48 channels accessible in various Indian languages. Bodhan AI aims to develop multilingual AI models capable of understanding multiple Indian languages and dialects. The focus on regional languages is not a cosmetic afterthought — it is a structural necessity. India has 22 official languages. An education infrastructure that works only in English and Hindi reaches only a fraction of the population.
4. Integration with Formal Education
The UGC has notified regulations allowing higher education institutions to offer up to 40% of a programme's courses through SWAYAM. This means online learning is not a parallel track — it is becoming part of the mainstream degree. Universities can conduct SWAYAM examinations, enabling credit transfer and formal recognition. A student can earn 40% of their degree credits from courses taught by IIT and IIM faculty, without ever setting foot on those campuses.

The Commonwealth of Learning has noted that India "leads the way in open learning innovation," with COL experts bringing India's experiences to Sri Lanka, Bangladesh, and the Caribbean. These are not vanity metrics — they are evidence that India's model of government-built, open-access education infrastructure is being watched, studied, and replicated.
The Problems Nobody Talks About
The Digital Divide
For all the platforms built, the fundamental barrier remains: internet access. According to NSSO data, only 42% of urban and 15% of rural households had internet access as of 2017-18. While these numbers have improved since — PM-WANI and 4G expansion have made significant inroads — the gap between the connected and the unconnected is still the single largest determinant of who benefits from digital education. A student with a broadband connection and a laptop can earn an IIT Madras degree. A student with neither cannot. The architecture is open, but the device gap and the connectivity gap mean that access remains profoundly unequal.
The Language Barrier
While platforms are increasingly multilingual, the majority of high-quality STEM content remains in English. Translating 54,000+ hours of NPTEL content into multiple Indian languages is a monumental task — and technical translation is harder than conversational translation, because precision matters. Bodhan AI's multilingual models are a step forward, but full coverage across all major Indian languages is years away. Until then, the student who learns physics in Tamil or mathematics in Marathi is accessing a smaller, less comprehensive library than the student who learns in English.
The Quality-Control Challenge
SWAYAM courses are curated by top institutions, but quality varies across courses and coordinators. Ensuring consistency across 4,400+ courses is a significant operational challenge. The four-quadrant model — video, reading, assessment, discussion — helps, but not all courses implement it equally. A course with excellent video lectures but no active discussion forum is only partially delivering on the SWAYAM promise.
The Certification Gap
While learning is free, certification exams require in-person attendance and a fee. For students from economically disadvantaged backgrounds, the ₹1,000 exam fee may still be a barrier — and the nearest exam centre may be hundreds of kilometres away. And for employers, SWAYAM certificates are not yet universally recognised, though the UGC's credit framework is helping close this gap. The full value of an online course is realised only when the credential is trusted by the labour market.
The Teacher Training Gap
Digital infrastructure is only as effective as the teachers who use it. NEP 2020 emphasises teacher training, but implementation is uneven across states. Bodhan AI's ATL Saathi initiative — a Gemini-powered assistant for Atal Tinkering Labs educators — is a pilot aiming to reduce the administrative burden on teachers. But scaling such tools to India's 10 million+ teachers will take time, investment, and institutional commitment that has not yet been fully demonstrated.
Democratized Education in the Global Context
India is not the only country building digital education infrastructure. The European Union has its Digital Education Action Plan. China has the National Online Education Platform — built with state capacity and scale that rivals India's. The United States has MIT OpenCourseWare and edX, the pioneers that inspired much of what followed. Coursera, a private company, has over 100 million learners globally.
But India's approach is architecturally distinct. No other country has attempted to build a comprehensive, integrated national education infrastructure — from school to postgraduate, from video to AI tutoring — using the DPI model. SWAYAM, NPTEL, DIKSHA, PM e-VIDYA, and Bodhan AI are not isolated platforms. They are designed to interoperate, creating a unified digital education ecosystem where each layer serves a different need, and where the government builds the infrastructure but institutions and private players build the content and applications on top.
The Commonwealth of Learning has noted that India "represents a significant force in global learning innovation." The NEP 2020's vision of integrating technology at all levels of education, combined with the DPI approach, offers a potential model for other developing countries — particularly those with large populations, multiple languages, and infrastructure constraints. The question, as with every DPI component, is whether the model transfers to countries that lack India's institutional capacity, its engineering talent base, and its political commitment to public digital infrastructure.
The Road Ahead
India's education democratization journey is entering its next phase.
Bodhan AI will be piloted in two to three states over the next six to twelve months, initially covering 10-25% of schools in selected regions. The goal is to create a "sovereign AI infrastructure" — models hosted in India, trained on Indian data, with strict controls on data storage and access. If successful, it will be the first national-scale AI layer for public education anywhere in the world.
IIT Madras is expanding its online degree offerings with Web-Enabled M.Tech programmes in future-focused disciplines — Aerospace Engineering, AI, Information Security, and E-Mobility. The goal is to create lifelong learning pathways, from Foundation Certificate to Diploma to Degree, accessible to anyone, at any stage of life.
SWAYAM continues to add courses and students, with the goal of becoming the default mode of continuing education for India's workforce. The integration with formal education through the UGC's 40% credit framework will accelerate as more universities adopt the regulations.
DIKSHA and PM e-VIDYA aim to reach every school and every child. The focus is on rural areas, disadvantaged groups, and those who have been left behind — the students for whom digital education is not a convenience but a lifeline.

The Verdict
India's education democratization is neither complete nor perfect. It is an infrastructure project in the middle of its most difficult phase — past the initial enthusiasm, not yet at universal coverage, dealing with real problems that have no easy solutions.
The direction is unambiguously right. The old education system had centuries to entrench itself — and the elite campuses that benefited from scarcity have every incentive to resist the unbundling of their brand from their real estate. Digital infrastructure deserves more than a decade to prove its case. But it will only earn that time if it reaches the students it was designed to serve: not the already-privileged who use NPTEL to supplement their IIT degree, but the student in a tier-3 town who has never met an IIT professor and never will — except through a screen, in her own language, on her own time.
