The old system was fragmented and exclusionary. Ten separate government library consortia collectively subscribed to 8,100 journals, serving roughly 55 lakh users. Each ministry — Education, Science and Technology, Health, Atomic Energy — negotiated its own deals with publishers. The result was duplication, inefficiency, and massive gaps in coverage. A researcher at a state university often had no access to the journals their counterparts at central institutions could read. The system was not designed to be unfair. But fragmentation, by its nature, produces unfairness.
This was happening as India became the third-largest producer of research articles in the world, with a 5-year growth rate of 9% — rivalling China's 11%. Indian researchers were producing world-class work, but they often could not read the journals their own work was published in. The paradox was striking: India was generating knowledge at an accelerating rate while simultaneously being locked out of the global knowledge commons. The answer was audacious in its simplicity: one subscription, one nation.
What ONOS Actually Is
One Nation One Subscription (ONOS) is not just a government procurement programme. It is a fundamental redesign of how India accesses scholarly knowledge — a national-level intervention that makes high-quality research available to nearly 1.8 crore students, faculty, and researchers across the country. The design principle is the same one that runs through UPI, GeM, and the rest of India Stack: aggregate demand, negotiate as one, distribute to all.
What it covers: A national licence for e-journal subscriptions from 30 major international journal publishers, including the top four global publishers — Elsevier, Springer-Nature, Taylor & Francis, and Wiley. This provides access to more than 13,000 journal titles across science, technology, engineering, medicine, mathematics, management, social sciences, and humanities.
Who it covers: Nearly 6,400 higher education and research institutions managed by the central and state governments, including universities, colleges (including medical colleges), and central government R&D institutions. This translates to 1.8 crore students, faculty, and researchers — including those in tier 2 and tier 3 cities who were previously locked out of the global research conversation.
What it costs: The central sector scheme has a total budget of ₹6,000 crore for three years (2025-2027). A dedicated fund of ₹150 crore per year supports Article Processing Charges (APCs) for open-access publishing in reputed journals. How it is implemented: The Information and Library Network (INFLIBNET) Centre, an autonomous inter-university centre of the University Grants Commission, coordinates the national subscription. How ONOS Works in Practice
Imagine you are a Ph.D. student at a state university in a tier-2 city. Before ONOS, you would struggle to access the latest papers in your field. Your library had limited subscriptions. The journals you needed were behind expensive paywalls. You relied on pirated copies — technically illegal, but practically the only option — or limited institutional access that covered only a fraction of what you needed.
Under ONOS, the experience is fundamentally different:
1. No more paywalls. You log in to the ONOS portal (onos.gov.in) using your institutional credentials. You can access all 13,000+ journals from 30 publishers — from Elsevier's ScienceDirect to Springer-Nature to Wiley to Taylor & Francis. The paywall that separated you from the latest research simply disappears.
2. One unified gateway. Instead of navigating multiple consortia, each with different access rules and different coverage, you have a single platform for all your research needs. The Knowledge Finder, built using the open-source VuFind framework, allows you to search by title, ISSN, subject area, publisher, or year.
3. Remote access. You can access journals from home through INFED remote login — no need to be on campus. This is particularly valuable for students and researchers in remote areas, working professionals pursuing research degrees, and anyone who cannot physically be at their institution's library.
4. Publishing support. When you publish a paper in a qualifying open-access journal, you can apply for APC funding through the ONOS portal. The scheme covers publication costs for over 430 high-quality gold OA journals — a significant step towards eliminating the financial barrier to open-access publishing that has historically excluded researchers from lower-income institutions.
The Growth Story — and Its Achievements
ONOS's launch has been transformative in both scale and speed.
Scale of Access
Within its first year of operation, more than 11.3 crore research articles were downloaded across India under ONOS — averaging nearly 1 crore downloads every month. By early 2025, over 6,000 higher education and research institutes had been onboarded, a significant increase from the 2,300 institutions previously served by fragmented consortia. The number of beneficiaries nearly doubled to about 1 crore students, faculty, and researchers — and is projected to reach 1.8 crore as more institutions come online.
Usage Patterns
The publisher-level data reveals the shape of Indian research consumption. Elsevier's ScienceDirect recorded the highest usage with 4.4 crore downloads (37% of total usage in 2025), followed by Springer with 2.2 crore (18%), the American Chemical Society with 1.4 crore (12%), Wiley with 1.1 crore (9%), and Taylor & Francis with 80 lakh (6%). The dominance of Elsevier is not surprising — it is the largest scientific publisher in the world — but the breadth of usage across publishers demonstrates that Indian researchers need access to the full landscape, not just the largest player.
Among institutions, IIT Madras led with 40.3 lakh downloads, followed by IISc Bengaluru with 28.3 lakh. Central universities like Banaras Hindu University (15.3 lakh), Delhi University (14.2 lakh), and Jawaharlal Nehru University (7.3 lakh) also recorded significant usage. But the more important data point may be the state universities — Anna University topped with 7.8 lakh downloads, demonstrating that ONOS is reaching beyond the elite institutions that already had decent access.
Publishing Impact
The ONOS scheme has driven a surge in submissions from India. According to publisher data, submissions from ONOS-covered institutions increased by 21% between January and August 2025. Article downloads from ONOS-affiliated institutions have risen significantly, indicating that enhanced access drives greater engagement — not just more reading, but more research output.
Consolidation and Cost Efficiency
Before ONOS, 10 separate government library consortia collectively spent about ₹850 crore annually on journal subscriptions serving 55 lakh users with 8,100 journals. Under ONOS, the government spends about ₹1,800 crore annually — more in absolute terms, but covering 13,000+ journals and 1.8 crore potential users. The per-user cost has dropped dramatically. What ONOS Gets Right
1. Democratising Access to Knowledge
ONOS is built on a simple principle: access to knowledge should not be determined by geography or institutional wealth. A researcher in a tier-2 city now has the same access to global scholarship as a researcher at an IIT. The paywall that separated a state university student from the latest cancer research, the latest climate science, the latest advances in AI — that paywall no longer exists for ONOS-covered institutions.
2. Collective Bargaining Power
Before ONOS, individual institutions and consortia paid whatever prices publishers demanded. A small state university had no leverage against Elsevier. ONOS creates a national consortium where access is centrally negotiated, funded, and made available to everyone who needs it. India is now the single largest customer for many of these publishers — and that changes the power dynamic fundamentally. When a country of 1.8 crore researchers negotiates as one, publishers cannot play institutions off against each other.
3. Supporting Open Access
ONOS is not just about reading — it is about publishing. The ₹150 crore annual fund for Article Processing Charges is a significant step towards enabling Indian researchers to publish in gold open-access journals. A researcher logs in with their institutional credentials, searches across 13,000 journals through a single portal, and applies for APC funding through the same system. The layers interoperate.
5. Global Recognition
ONOS is "truly unique in the global landscape of scholarly publishing," according to Wiley — one of the publishers whose journals it covers. While the UK and Germany have sought to implement large-scale national "Transformational Agreements," these have approached the Read and Publish components on relatively equal footing. India's approach acknowledges the nuanced nature of the market — mature in its research leadership and content scale, but emerging in its OA policies and funding. The global publishing industry is watching ONOS closely, because if it works at India's scale, it changes the economics of academic publishing globally.
The Problems Nobody Talks About
The Implementation Gap
While ONOS is a landmark scheme, its implementation is not yet universal. The scheme currently covers only government-funded institutions — central and state universities, colleges, and central government R&D institutions. Private institutions, which educate millions of students and produce significant research, are not yet covered. Phase II aims to extend eligibility to them, but the timeline and funding mechanism for that expansion are not yet defined. Universal access remains a stated goal, not a current reality.
The Digital Divide
ONOS requires internet access and institutional infrastructure. While the remote login feature helps, students and researchers in the most remote areas — where internet connectivity is limited or unreliable — may still struggle to access the resources. A researcher at a well-connected urban university can download papers seamlessly. A researcher at a rural college with intermittent connectivity faces a different experience. This echoes the broader digital divide challenges that affect every component of India's digital public infrastructure.
The OA Transition Challenge
While ONOS provides APC funding for open-access publishing, the transition to full OA is gradual and incomplete. The scheme covers only 430 gold OA journals that meet eligibility criteria. For Indian researchers publishing in paywalled journals — which still represent the majority of prestigious venues — the access gap for readers remains. ONOS has solved the reading problem for covered institutions. It has not yet solved the publishing problem for most Indian researchers.
The Global Power Dynamic
ONOS represents a significant step towards rebalancing the power dynamic between India and global publishers. But publishers still set the terms. They own the journals. They set the prices. They control the platforms. ONOS gives India leverage — 1.8 crore users is a customer no publisher can afford to lose — but leverage is not the same as control. The long-term goal, making India a net contributor to the global research ecosystem rather than a net consumer, depends on building Indian journals, Indian platforms, and Indian publishing infrastructure that can compete globally.
The "One Size Fits All" Concern
A single national subscription may not meet the diverse needs of different disciplines and institutions. A medical researcher needs different journals than a humanities scholar. An astrophysicist needs different journals than an agricultural scientist. While ONOS covers a wide range of disciplines through its 30-publisher agreement, ensuring that the subscription meets the needs of all fields — and that gaps in niche areas are identified and filled — is an ongoing operational challenge.
ONOS in the Global Context
India is not the only country addressing the challenge of research access. The European Union has its Open Science programme with Plan S mandating open-access publication for publicly funded research. The United States has its public access mandates through the NIH and NSF. The United Kingdom has negotiated national agreements with major publishers through Jisc. Germany's Projekt DEAL famously took on Elsevier in a high-stakes negotiation that resulted in a landmark national agreement.
But India's approach is architecturally distinct. Most global solutions are either institutional-level (a university negotiates with Elsevier) or consortia-level (a group of universities negotiates together). ONOS is national-level — a single subscription for the entire country, negotiated by the government, funded by the central budget, and made available to every government-funded institution regardless of its individual bargaining power.
This is a significant shift in the global narrative of open access, which has historically been written by Europe and North America. As Wiley noted, the ONOS scheme challenges the legacy narrative in "the most productive way" — not by rejecting the existing publishing system, but by aggregating national demand to the point where India becomes a counterparty that publishers must engage with on equal terms. If ONOS succeeds — if it drives up research output, citation impact, and institutional rankings across tier-2 and tier-3 institutions — it will become the model that other large developing countries, from Brazil to Indonesia to Nigeria, seek to replicate.
The Road Ahead
ONOS's leadership is focused on several priorities as the scheme matures beyond its first year.
Expanding Coverage
The scheme is designed with a phased approach. Phase I covers government-funded institutions. Phase II aims to extend eligibility to private institutions, with the ultimate goal being universal access. The government has indicated that expansion to all individuals in the country who need such access can be taken up in subsequent phases. The ambition — universal access to global scholarship for every Indian — is clear. The timeline and funding are not yet.
Strengthening Open Access
The government is reviewing the APC guidelines to improve their reach and effectiveness. The goal is to ensure that more Indian researchers can benefit from the ₹150 crore annual fund. As the proportion of OA articles increases due to the availability of APC funding, usage and citations are expected to follow — driving up the impact and visibility of Indian research. The virtuous cycle is: more access → more reading → more research → more publications → more citations → higher institutional rankings → more funding for research.
Enhancing User Experience
The ONOS portal is being refined with better search capabilities, help manuals, and a monitoring dashboard for institutional registration and performance tracking. The Knowledge Finder discovery service is being enhanced to provide a smoother and more intuitive experience for researchers — because a national subscription is only as useful as the search interface that helps researchers find what they need.
Monitoring Impact
The Anusandhan National Research Foundation (ANRF) will periodically review the usage of ONOS and publications of Indian authors. The goal is to measure the scheme's impact on research output, citations, and institutional rankings — not just download counts, but measurable improvements in the quantity and quality of Indian research.

The old research access system had decades to entrench itself — and the publishers who profit from institutional fragmentation have every incentive to resist national-level aggregation. ONOS deserves more than a year to prove its case. But it will only earn that time if it expands coverage to private institutions, closes the digital access gap, drives real improvements in Indian research output and impact, and uses its bargaining power to shift the terms of the global academic publishing market — not just for India, but as a model for every developing country that has been locked out of the knowledge commons. The subscription has been bought. The test now is whether it transforms who produces knowledge, not just who consumes it.
